Managing Director, Mexico
As MD of Newland Chase’s Mexico operations, Enrique Arellano is the founder and senior partner of Enrique Arellano Rincon Abogados S de RL de CV, a law firm specialising in Mexican corporate immigration law since 1976. A recognized expert in Mexican immigration law, Enrique is a frequent lecturer, author, and consultant on various national and international immigration policy commissions. He is a graduate of the Universidad Nacional Autónoma de México Law School, where he currently serves as the immigration specialist on the university’s board of regents’ legal committee. He is a member of the National Bar Association of Mexico; the Mexican National College of Lawyers; the National Association of Immigration Lawyers of Mexico; the American Immigration Lawyers Association (AILA), VP Mexico Chapter 2012/2013; the International Bar Association (IBA), Chair Immigration & Naturalization Committee 2011-2013; the Alliance of Business Immigration Lawyers; and Visalaw International. He is the director of the immigration studies committee for UNAM and the 2011/2012 chair of the immigration and nationality law committee of the International Bar Association.
Enrique has published various articles and has contributed to several global publications related to Mexican immigration issues. He served as a member of the Immigration Commission for the National Development Plan during Mexican President Ernesto Zedillo Ponce de Leon’s term. Enrique has assisted over 350 multinational corporations and since 2013, he has been named among the top 15 most highly regarded individuals in his field by The International Who’s Who of Corporate Immigration Lawyers.
Elizabeth Ann Brand Arellano has been Newland Chase Mexico’s Administrative Director since 2000. Prior to joining the firm, she held management positions with two major banking firms in Mexico City. Originally a native of Saint Paul, Minnesota, Elizabeth is fluent in both English and Spanish and now calls Mexico City her home. She is a graduate of the College of St. Benedict, St. Joseph, Minnesota with Bachelors in Spanish and Political Science and holds an MBA with a specialization in International Finance and Banking from the American Graduate School of International Management (Thunderbird) in Glendale, Arizona. She has served as a board member and treasurer of the Woodhaven Foundation since 2005 and has been a member of Femmes Leaders D’Amerique, Mexico City Chapter, since 2000.
Maria Del Carmen Guevara
Legal and Operations Director
As Legal and Operations Director, María del Carmen Guevara directs corporate immigration operations for Newland Chase’s operation in Mexico. With more than 10 years’ experience in Mexican immigration law, Maria advises and implements legal strategies for many of the firm’s largest multinational corporate clients with foreign employees in Mexico.
She has been a major driver in the firm’s rapid growth in Mexico, including an instrumental role in establishing the firm’s Puebla office. Maria is a graduate of the Autonomous University of Puebla.
As Immigration Manager, Daniela Rojas focuses on Mexican corporate immigration law, advising many of the largest multinational companies operating in Mexico. She excels in the design of corporate immigration programs, developing compliance monitoring processes, and consulting on applicable immigration routes to achieve business objectives. Daniela speaks fluently four languages: English, Spanish, French, and Portuguese. Daniela holds two Bachelor degrees in International Relations, one from the Universidad del Valle de México and one from the Universidade Europeia in Lisbon, Portugal.
As Immigration Manager, Elizabeth Melchor specializes in Mexican immigration law, managing large volume corporate immigration programs for major clients, including one of Mexico’s largest automotive corporations. Prior to joining Newland Chase, Elizabeth was an official at the Mexican National Migration Institute where she also led the Programa Paisano program for the State of Puebla. Her combined experience in government and private sector business immigration gives her a unique understanding of best practices in corporate immigration compliance. Elizabeth is a graduate of the Autonomous University of Puebla with a Bachelors in International Relations, major in business administration, with additional coursework in immigration regulation, international protection, and advice for business travellers.
As an Immigration Manager, Itzel Vargas specializes in Mexican as well as global immigration law. Itzel serves many of the firm’s largest international corporate clients operating in Mexico. In addition to her corporate immigration specialization, she is highly knowledgeable and skilled in international law. She speaks three languages: English, Spanish, and French. She holds a Law Degree with a concentration in International Law from Instituto Tecnolólogico Autónomo de México (ITAM).
Senior Client Services Manager, Mexico
As a Senior Client Services Manager, Iván Rojas specializes in advising and developing corporate immigration strategies for transnational corporations operating in Mexico. His clients include some of the largest and most respected corporations in Mexico. A recognized expert on Mexican immigration law and policy, Iván has participated as a speaker at various national and international trade and industry forums, written for numerous professional publications, and contributed consul the formulation of the National Development Plan 2013-18. He is a graduate of the University of the Americas with a Bachelors in International Relations.
As Immigration Manager, Karla Gonzalez specializes in Mexican and global immigration law, serving many of the firm’s largest international corporate clients operating in Mexico. In addition to her corporate immigration specialization, she is knowledgeable in a broad array of areas of Mexican law impacting business and employees. Karla frequently participates in immigration law publications and contributes to the firm’s research projects pertaining the Mexican regulatory framework.
She holds a Law Degree from the Universidad Autonoma de Aguascalientes and a Postgraduate course in Case Method originally developed by Harvard Business School and incorporated into IPADE Business School. She speaks three languages: English, Spanish, and Italian.
Mario Alberto Rivera Salinas
As Immigration Consultant, Mario Alberto Rivera Salinas works with Newland Chase’s corporate clients and their employees, supporting all aspects of immigration and work authorisation in Mexico. With more than 10 years’ experience in Mexican immigration law, Mario has worked with many of the largest national and multinational companies in Mexico across diverse industries including oil and gas, tech, automotive, and pharmaceutical. He is a graduate of the Universidad Intercontinental (UIC) in Mexico City.
As an Immigration Manager, Martha specializes in Mexican Immigration law with more than 13 years of experience, working along with many of the firm’s corporate clients from a diverse array of industries. Martha has a robust experience working with the largest corporations in developing immigration strategies to adhere client’s objectives to their global mobility programs.
Besides her experience in the Immigration area, she also has solid experience at the firm’s consular practice and outbound services area, as she led this area for 3 years, getting involved in Naturalization processes, apostilles, legalizations, criminal records, document procurement amongst others. Due to her vast knowledge of the firm’s practice, Martha is responsible for training and developing new talent within Newland Chase Mexico office.
Martha is a lawyer graduated from the ISEC Business University and holds and LLM in Corporate Law.
Business Development Manager
As Business Development Manager, Romain Duprilot leads the strategic commercial development efforts in the Mexico City office. With more than eight years’ experience in international business development, Romain excels in identifying client needs and developing innovative customised global mobility solutions for multinational corporations. With an in-depth knowledge of the Mexican business climate and immigration processes, he frequently consults and conducts trainings on immigration and mobility for in-house management teams. He is a graduate of Universidad La Salle, A.C. with a degree in International Affairs and Business Administration and holds a Masters degree in Information Technology from ISC Business School in Paris. Romain has lived and worked in France, Canada, and Mexico and speaks English, Spanish, and French.
Immigration Manager and Counsel
As Immigration Manger and Counsel, Victor Herrera focuses on corporate immigration law for many of the largest multinational companies operating in Mexico. A lawyer by profession, Victor served in the international NGO sector, developing and implementing training and development projects in developing countries around the world, before coming to the firm. He speaks four languages fluently: English, French, Italian, and Spanish, Victor holds a Law Degree from the Universidad Panamericana and degrees in Promotion and Protection of Human Rights and Business from Universidad de Zaragoza and College Universitaire Henry Dunnant. Passionate about international affairs, Victor regularly speaks at global industry conferences and supports international human rights causes.
Teresita Pérez is Newland Chase Mexico head of Finance and experienced Certified Public Accountant. Member of the Colegio de Contadores Publicos de Mexico, A. C., she has worked as a Controller and Auditor for both national and International corporation prior to joining Newland Chase.
As a Controller and Finance Manager, she is responsible of the elaboration and review of Financial Statements, supervise the finance and billing department, implement policies and procedures, reporting to HQ and secure the office tax compliance.

This visa route allows foreign nationals to be employed by a Mexican entity for periods of over 180 days and is valid for up to four years in total. Our team assits companies in obtaining Temporary Residence for their foreign employees throughout Mexico.
Visitor Visas may be issued permitting foriegn nationals to engage in business related activities for up to 180 days, provided that the foreigner is remunerated through a foreign payroll. Nationals from designated countries may be exempt from this visa requirement, and several waiver programs may apply for nationals from countries who require a visa. Our team assists companies in evaluating applicable immigration and visa routes suitable for a particular activity and obtaining the proper visa.
