The consular work and residence permit with a consular work visa is the standard work authorisation route for Turkey.
Although in theory the applicant may have a contract either directly with the Turkish entity or may remain on contract outside Turkey, in practice the authorities require proof of an employment agreement signed between the Turkish host entity and the applicant.
Another option is a post-arrival change of status from business visitor to residence permit holder, and then to work permit holder. Note that work is not permitted until the change of status to work permit is complete, which can take three to six months, potentially longer in Istanbul.
Some specific work activities are permitted on an Assembly, Maintenance and Service (AMS) Visa for a period of up to 90 days. In order to be eligible, the applicant must be employed to fit, install, maintain or repair machines, equipment, computer programmes, or other technical systems. This process usually applies where the assignee is being sent to fulfil foreign contractual obligations to a Turkish client company. It is advisable that there is an existing service agreement or purchase order in place between the sending company and the host company. Assignees must remain on foreign payroll and contract.
